Child Care Tuition Grant Information and Frequently Asked Questions


Summary:

The Child Care Tuition Grant (CCTG), funded by the Provost’s Office, is designed to assist U-M affiliated (faculty, staff, students and visiting scholars) families with young children meet the cost of licensed childcare at the University of Michigan Children's Centers.

Participating centers are:

  • Health System Children’s Center on Glazier Way
  • North Campus Children’s Center in the North Campus Research Complex
  • Towsley Children’s House on South Forest Ave

Information

The CCTG has three levels of eligibility based on family size and U.S. Department of Housing and Urban Development (HUD) Income Limits for Washtenaw County. You can find the current income limits under Resources below.

Grant amounts will be determined in the spring for the following academic year. Discounts for the 2024-2025 academic year are:

  • HUD Level 1 (80% of median household income) 15% tuition discount
  • HUD Level 2 (50% of median household income) 25% tuition discount
  • HUD Level 3 (30% of median household income) 40% tuition discount

Applications may be closed mid year if projections exceed the allotted budget.

Instructions

Applications are accepted via the CFC-Child Care Tuition Grant (CCTG) Application (available soon) throughout the year for newly enrolling families and between July 1 and July 15 for returning families. All sources of income, including gifts should be reported. Documentation, typically in the form of your most recent income tax return and two months of pay stubs, are required and can be uploaded in the application.

U-M students may be eligible for the Child Care Subsidy (CCS) through the Office of Financial Aid and must apply for the CCS before applying for the CCTG. Students who receive the Child Care Subsidy (CCS) may become ineligible or be awarded a partial  Child Care Tuition Grant (CCTG).

Who may apply for the Child Care Tuition Grant?

University of Michigan faculty, staff, students, Post docs, Research Fellows and Visiting Scholars who have a child enrolled at the U-M Health System Children’s Center, U-M North Campus Children’s Center, or U-M Towsley Children’s House or may apply. If we are unable to confirm your affiliation through job data or student administration in Wolverine Access, please include a letter from your department confirming your U-M affilation with your application. If your child is not currently enrolled but you would like to know whether you would qualify, please refer to the Income Limits below and, if needed, submit a question at CFC-Question or Request for Child and Family Care.

When is the application due?

Applications open July 1 and are due on July 15 each year or upon enrollment. If you have missed the deadline, you may still apply and, if eligible, your grant will be applied to the next month's invoice. Applications may be closed mid year if projections exceed the allotted budget.

How is eligibility determined?

Applicant's household income and family size are compared to the HUD Income limits below to determine eligibility and grant level.

How do I receive the funds?

Child Care Tuition Grant funds are paid directly to the Center.  Your tuition bill will reflect your grant award.

When will I know if I am eligible to receive a Child Care Tuition Grant?

You will receive notification of your eligibility via email and the TDX ticket created when your application is submitted.  Every effort is made to notify applicants of their eligibility within three weeks of receiving a complete application.  If you submit your application using your umich login, you can also view your TDX grant application ticket at any time to check the application status at the top of the ticket.

Can I receive the Child Care Tuition Grant if I receive the Child Care Subsidy?

If you receive the Child Care Subsidy (CCS) (or other childcare tuition assistance), you may be eligible to receive the CCTG. Depending on the total amount of your child care tuition assistance from all sources, you may receive a partial CCTG or become ineligible.

What if I am a student and I do not have a determination on my Child Care Subsidy Application yet?

As a student, once you have applied for the Child Care Subsidy through the Office of Financial Aid, you may apply for the Child Care Tuition Grant.

What if my income documentation is not in English?

Please convert currency amounts to U.S. dollars and translate relevant labels (such as gross income and the dates the document covers) into English.

What if I am an international student and do not have an Income Tax Return?

Please send a copy of all form 8843s for your family. Please note that U.S. Internal Revenue guidelines require all international students to file a form 8843 if they resided in the U.S. during the previous year. What if my financial situation or U-M affiliation changes during the academic year?

Child Care Tuition Grant recipients are required to report any changes in enrollment/employment status, family income or family size to the Child Care Tuition Grant office when they occur by replying to the email/TDX ticket notifying your of your eligibility.

What if I have m ore than one child attending one or more participating centers?

The CFC-Child Care Tuition Grant (CCTG) Application can be filled out once, with up to three eligible children listed on the application. Please select the total number of children who are attending a U-M center on the online form.  If you are eligible for the Child Care Tuition Grant, you will receive it for each child who attends a participating center.  If you have more than four eligible children, please list three on the application. We will cross reference your application with your children's center enrollment and add any additional children.

How much will receive for the Child Care Tuition Grant?

Grant amounts will be determined in the spring for the following academic year and are listed above.

How often do I need to reapply for the Child Care Tuition Grant?

Applications are due between July 1 and July 15 each year. or upon enrollment. If you initially apply at another time during the year, reapply in July. Changes in enrollment/employment status, family income or size should be reported whenever they occur throughout the year by replying to the email/TDX ticket notifiying you of your eligibility.

Am I required to pay taxes on the amount of my Child Care Tuition Grant?

If you are an employee of The University of Michigan, including a student employee, such as a GSI, discounts above 20% are subject to taxation.

How do I pay taxes on my Child Care Tuition Grant?

The U-M Children's Centers will report the portion of your grant over 20% to the University of Michigan payroll department. They will deduct the taxes from your next regular pay check. For additional information regarding your payroll taxes, please contact U-M Payroll.

Income Category Descriptions

Parent/Guardian 1 & 2 Gross Income:

for each parent/guardian in the household, report any earned income. This should include income earned in the U.S. as well as any income you received from sources outside the U.S.  This should be your gross income prior to taxes or other deductions being subtracted, not your net take home pay.

Unemployment Compensation (Unemployment benefits, WIC, etc.):  

list the dollar amount received over the past six months from unemployment or any other government assistance programs.

Awards, scholarships (DHS, CCN, etc.) gifts or non-taxable income:

list any type of assistance received over the past six months to assist with child care expenses.

Child Support received:

list any child support received for any children residing in the household

Alimony received:

list any alimony received by parent/guardian 1 or 2

Interest income, dividends:

report any income from investments, etc.

Income from rents, royalties, trusts, etc.:

list any income from real estate or other business holdings

U-M Child Care Subsidy:

list the amount of Child Care Subsidy you received during the past six months

Any other income not listed above:

list any other money you received during the past six months whether it was earned or a gift. This should included money received for living or other expenses from an employer, educational institution, government or other entity whether based in the U.S. or elsewhere.
