To move a block up or down on a page, select the block and use the up and down arrows in the block menu:
You can also rearrange block order in the List view dropdown by clicking and dragging the listed blocks:
You can also drag blocks to rearrange them by holding the drag option in the block’s toolbar. Hold the left mouse button to drag a block and release it once you find a place to move the block:
