Students Cannot Waitlist More Than One Section of a Class

Why can't students waitlist more than one section of a class?

Effective March 2004, students can be either enrolled or waitlisted in only one section of a course in the same term. If a student is enrolled or waitlisted in one section, they cannot enroll or waitlist in another section of the same course (unless the course is designated as repeatable with a term, e.g. topics courses) to better help teaching departments with assessing course demand.
