Office 365 (Including Teams) Profile Pictures Cannot be Changed

Office 365 profile pictures are managed by Exchange, which we do not have turned on.

How do I change my Office 365 profile picture?

Resolution

It is not possible to change your profile picture. The system requires Exchange online to store the profile picture and we are not able to enable Exchange online in the ITS Microsoft 365 tenant.
